The Maharashtra government has approved an AVGC-XR (Animation, Visual Effects, Gaming, Comics, and Extended Reality) policy in 2025, backed by an investment of ~₹3,268 crore. A major outcome is a Hi-Tech Media Park in Nagpur, part of a larger strategy to develop dedicated AVGC-XR parks across cities like Mumbai and Pune. The policy aims to generate 200,000 high-tech jobs, attract private investment of about ₹50,000 crore, and build infrastructure such as motion capture studios, AI-based animation labs, and metaverse-ready facilities.
This is a strong signal that state governments in India are moving proactively to capture industries of the future. AVGC-XR is growing fast globally, driven by demand for immersive media, interactive entertainment and digital content. With training, regulatory support, and investment incentives (e.g. faster land allocation, favorable FSI etc.), Maharashtra hopes to turn into a leading hub. If successful, this could enhance India’s cultural exports, provide high-value creative jobs, and build up tech infrastructure in tier-2 and tier-3 cities.
