Chennai’s new parking policy nudges people to use public transport

Chennai has introduced a comprehensive parking policy aimed at reducing private vehicle usage and encouraging public transportation. Implemented by the Chennai Unified Metropolitan Transport Authority (CUMTA), the policy includes several key measures:

Proof of Parking for Vehicle Registration: Prospective vehicle owners must now provide evidence of an off-street parking space before registering a new vehicle. This initiative seeks to prevent excessive on-street parking and promote the use of public transit options.

Residential Parking Permits: For existing vehicles lacking dedicated parking, CUMTA plans to issue residential parking permits through a lottery system. These permits will be available on a monthly or annual basis, allowing vehicle owners to lease parking slots for the designated period.Shared Parking Facilities: The policy encourages shared parking in private buildings, such as gated communities and malls, making these spaces available for public use with applicable charges. This approach aims to optimize existing parking resources.

Employer Travel Demand Management: Employers with over 100 employees are required to develop travel demand management plans. This involves collecting data on employees’ commuting patterns to facilitate shared rides, public transport usage, and even walking or cycling.

Parking Management Unit (PMU): A dedicated PMU under CUMTA will oversee parking regulations, pricing, service provider selection, and enforcement strategies, ensuring centralized and efficient management.

These measures aim to alleviate traffic congestion, improve urban mobility, and enhance the livability of Chennai by promoting sustainable transportation options.
