On Friday, 26th October 2918, chief minister of Tamil Nadu, Mr. E. Palaniswami, grabbed many eyeballs when he launched TN-SMART, a web based GIS decision support system. The main purpose is to strengthen preparedness, response, recovery and mitigation for multi-hazards preparedness during floods, cyclones and tsunami etc. It is worthy to mention that a mobile application was also launched by the chief minister.
It must be noted that the revenue administration and disaster management and mitigation department associated with RIMES or Regional Integrated Multi-Hazard Early Warning System for Africa and Asia of Thailand. This is an intergovernmental organisation registered with United Nations and devised SMART or Multi Hazard Potential Impact Assessment and Emergency Response Tracking.
Revenue administration commissioner, Mr. Sathyagopal, expressed his views and spoke about how SMART provides history on rainfall, vulnerability profile, reservoir levels and advisories issued by various agencies like meteorology, central water commission and INCOIS etc.
It must be taken into account that even when mobile phones are switched off the mobile application would alert the users by means of a beep sound. This sound would go on till it gets turned down by the receiver. The important piece of information is this TN-SMART would play its role in forecast and analysis, risk mapping and assessment. It would also act as a disaster management system for managing and processing weather, disaster risks and emergency response resources date in the times of disaster. It is now brought out that the requests of the public and the response from the concerned departments would be tracked by the state disaster management authority.
